京津冀协同发展背景下冀西北地区生态旅游扶贫模式及保障机制研究

摘　　要：冀西北地区贫困人口多、贫困覆盖面大且贫困程度深,探讨如何依托良好的生态环境和旅游资源实现产业扶贫,推进冀西北地区经济、生态、环境和社会协调可持续发展,实现全面建成小康社会的目标具有重要意义。梳理有关生态旅游扶贫研究和实践探索的进展,分析在京津冀协同发展背景下冀西北地区生态旅游扶贫的基础和条件,充分挖掘生态旅游资源特色优势与生态旅游业发展潜力,提出了节事旅游扶贫、点线扶贫、乡村振兴+田园综合体扶贫和红色旅游扶贫模式,并探讨了冀西北地区生态旅游扶贫模式的保障机制。There is a large area and population sunk in extreme poverty in Northwest Hebei.Therefore,it is of great significance to achieve industrial poverty alleviation relying on the good ecological environment and tourism resources,to promote the coordinated and sustainable development of economy,ecology,environment and society in Northwest Hebei,and to realize the goal of building a moderately prosperous society in all respects.By reviewing the progress of ecotourism research and practical exploration on poverty alleviation,analyzing the basis and conditions of poverty alleviation through ecotourism in Northwest Hebei in the background of the coordinated development of Beijing,Tianjin and Hebei,the paper explores the advantages of ecotourism resources and the potential of ecotourism development,and puts forward the model of poverty alleviation through festival tourism,point-line poverty alleviation,poverty alleviation through rural revitalization plus pastoral complex and red tourism poverty alleviation.Moreover,the guarantee mechanism of poverty alleviation through ecotourism in Northwest Hebei is discussed.
