基于使命的公益组织项目治理策略分析——以事实孤儿救助项目为例

摘　　要：随着治理思潮的传播,项目管理领域也开始适用治理思维,出现了新兴的项目治理理论。公益组织的性质与资源筹集的劣势地位,决定了其也需要在项目运作中引入治理的概念与分析框架,从项目管理走向项目治理。论文以公益组织"大爱无疆"所推出的"事实孤儿救助项目"为例,说明公益组织在项目治理过程中,还必须坚守使命,以使命为基础确定项目治理目标、选择合作伙伴、构建治理机制、控制治理绩效。With the spread of governance trends,governance thinking has also been used in the field of project management,and a new project governance theory has emerged.The nature of the nonprofit organizations and their inferior position of resource mobilization determine that it also needs to introduce the concept and analysis framework of governance in project operation,from project management to project governance.The paper takes the "Aid Project for Virtual Orphans"launched by the non-profit organization named as"Da Ai Wu Jiang"as an example to illustrate that the nonprofit organizations must adhere to its mission in the process of project governance,so as to determine the project governance objectives,select partners,construct governance mechanism and control governance performance under the guidance of the mission.
