摘　　要：基层政府执政绩效考评,有助于评价、保持和提高基层政府执政能力。实地了解美国基层政府的基本形式及其特点,考察以城市经理为代表的美国基层政府成员的行政绩效考评的实践经验,对加强我国基层政府干部绩效管理制度建设有一定借鉴价值。The administrative performance appraisal of the basic-level government contributes to evaluating, maintaining, and improving the ruling ability of the basic-level government. With the on-the-spot understand. ing the basic form of the USA basic-level government and its characteristics, t his article will investigate the rul. ing performance of the ruling members in the USA basic-level government represented by city managers and ap. praise the practical experience of ruling performance appraisal of the USA city manager, which can be used as a reference to strengthening the construction of the performance management system of cadres in the basic-level government in China.
