棉花定额补贴对棉农技术效率影响研究——基于安徽省微观数据的经验

摘　　要：本研究聚焦棉花定额补贴对棉农技术效率的影响,基于安徽省微观数据的经验,从技术效率的角度探讨定额补贴的政策效果。研究发现,棉农的技术效率处于较低的水平,与最优技术效率存在较大差距;棉花定额补贴对提高棉农技术效率的影响非常有限,政策效应不明显,难以有效提高棉花产量。问题产生的原因在于:一方面随着棉花种植收入在棉农家庭收入中的比例逐渐减小、在棉农预期收入中的重要性降低,补贴减弱了棉农在生产种植方面的管理努力;另一方面,以种植面积为发放依据的棉花定额补贴难以有效的激励农户采用先进的技术或增加技术投入。Based on the Micro-data from a sample of cotton growers in Anhui province, this paper focuses on studying the effects of the cotton quota subsidy policy on farmers' production efficiency,and explores the policy effect of cotton quota subsidy from the perspective of production efficiency.The results show that the cotton farmers' production efficiency is still in a much lower level than that of the optimal efficiency, and the cotton quota subsidy has very limited effect on the improvement of the cotton farmers' production efficiency level, because the effect of cotton quota subsidy policy is not obvious in improving the cotton production.The problem stems from the fact that on the one hand, the subsidy weakens the farmers' management effort in the cotton cultivation as the proportion of cotton income and its importance have decreased in household income;on the other hand, the subsidy for cotton based on the acreage is difficult to effectively encourage farmers to adopt advanced technology or increase technical input.
