论扶贫精准退出的内在逻辑

摘　　要：扶贫精准退出应以帮扶地区和人群获得自我发展的内在力量作为依据。改变传统经济统计中的“数字经济”倾向,实现经济力的全面提升。改变过度依赖特有稀缺资源的“特色经济”,强化帮扶地区作为经济功能元体系中的子系统功能。适应知识经济时代的需要,在知化经济体系中提高帮扶地区和人口的知识层次及现代化水平,进行必要的市场经济启蒙和管理、科技人才培育。扶贫精准退出一方面使有限的社会资源能够用在最有效的地方、做最有意义的事情,另一方面也使被帮扶地区和人群获得发展经济的内生力量。The “precise withdrawal” of poverty alleviation should be based on helping the region and the population acquires the inner strength of self-development.It is necessary to change the tendency of “digital economy” in traditional economic statistics to achieve the overall improvement of economic power.It is necessary to change the“characteristic economy” which relies excessively on the unique scarce resources,and strengthening the subsystem function of the assisted areas as the economic function unit system.In order to meet the needs of the era of knowledge economy,we should improve the knowledge level and modernization level of the supporting areas and population in the intellectualized economic system,and carry out necessary market economy enlightenment and management,and cultivate scientific and technological talents.On the one hand,precision withdrawal enables limited social resources to be used in the most effective places and do the most meaningful things;on the other hand,it also enables the helped areas and people to gain the endogenous power to develop the economy.
