新时代社会组织的功能定位与发展路径

摘　　要：中国特色社会主义进入新时代,社会组织日益成为人民广泛参与社会治理的重要渠道。社会组织的发展是随着改革开放以来党、政府和社会关系现代化重构而发生、演进的。但现代化重构下社会组织也面临一定挑战,新时代推进社会组织发展尤为重要。新时代社会组织的优势功能定位为发挥桥梁纽带、战斗堡垒作用,且以其党组织的党内民主带动社会组织民主。为了有效应对社会组织发展的挑战,实现社会组织的优势功能,新时代社会组织发展要从提高党组织的覆盖率、加强同政府行政部门党组织联系两个方面进行宏观构建,从实现党组织与社会组织理事会相融合、党组织自我调适与社会组织运行相融合、党员与社会组织成员互动融合三个方面进行微观融合。Socialism with Chinese Characteristics has entered a new era,social organizations have increasingly become an important channel for people to participate in social governance.The development of social organizations has occurred and evolved along with the modernization of the relationship between the party,the government,and society since the reform and opening up.The dominant function of the development of social organizations in the new era is to play the role of bridges,battle fortresses and intra-party democracy.In order to effectively cope with the challenges of social organization development and realize the superior functions of social organizations,the development of social organizations in the new era should be macro-constructed from the aspects of improving the coverage of party organizations and strengthening the association with the party organizations of the government;micro-fused from the realization of the integration of the party organization and the social organization council,the integration of the party organization self-adjustment and the operation of social organizations,and the interaction and integration of party members and members of social organizations.
