土地储备规划编制方法研究——以广州南沙新区为例

摘　　要：土地储备规划是针对可开发建设用地资源编制的总体规划,也是制定土地储备年度计划的重要依据。主要内容包括“储备需求预测--基于多规协调的储备地块划定--储备时序确定--搬迁安置和留用地落实--资金平衡测算”。文章以南沙区为例,通过土地储备规划的编制,建立了土地储备机制,保障了城市发展用地的供给。Land reserve planning is a general plan for construction land resources, and it is also an important basis for the formulation of annual land reserve plan. Its main contents include "reserve demand forecasting, reserve area demarcating based on multi-planning coordination, reserve time sequence determination, resettlement and retained land demarcating, capital balance budgeting". This paper takes Nansha District as an example, a land reserve mechanism has been established through land reserve planning, which guarantees the construction demand of Nansha District.
