摘　　要：美国《2019财年国防授权法案》授权的国防预算总额高达7,170亿美元,增幅为近10年来最高。本文系统梳理了美国2019财年国防预算的总体情况、在联邦预算中的占比情况、其主要项目和各军种预算支出的构成与变化,并根据特朗普政府最新的美国《国家安全战略》和《国防战略》,进一步分析了美国2019财年国防预算的主要特点。在可预见的未来,美国国防预算仍将在全球遥遥领先,然而巨额的国防预算也说明美国维持其全球军事统治地位的代价越来越高,并且未来其国防预算面临着较大的不确定性。The US National Defense Budget for FY 2019 authorized by the US National Defense Budget Authorization Act for FY 2019 reached as high as US$717 billion,whose increase is the highest over the past ten years.This paper has sorted out,in a systematic way,the general picture of the budget,its percentage in the overall federal budget,its main contents,various budget expenses for different services,as well as its composition and changes.By doing so,this paper has made further efforts to analyze the major features of the budget in the light of the National Security Strategy and the National Defense Strategy newly introduced by the Trump administration.In the foreseeable future,the US national defense budget will remain far ahead of other countries in the world.However,the huge defense budget also means that the cost for the U.S.to maintain its military supremacy globally is getting higher and higher,which also faces growing uncertainties in the future.
