摘 要:以水泥行业为着手点,从浙江省水泥行业概况、污染物排放总量以及排放水平等角度为切入点,探讨浙江省水泥行业地方标准制定的必要性和可行性,并对标准制定过程中适用范围、限值确定等进行了探讨。结果表明:浙江省水泥行业地方标准的制定已经具备了必要性和深度脱硝的技术可行性,建议标准分级分类制定,其中建议新建企业颗粒物、二氧化硫、氮氧化物排放限值分别为10mg/Nm^3、35mg/Nm^3和100mg/Nm^3,并建议对协同处置水泥窑的氮氧化物排放限值进行适当放宽。This paper takes the cement industry as the starting point, from the perspective of Zhejiang cement industry overview, total pollutant discharge and emission level, to explore the necessity and feasibility of the establishment of local standards in the cement industry in Zhejiang Province. Moreover, the scope of application, determination of limits, etc. were discussed. The results showed that the formulation of local standards in the cement industry in Zhejiang Province had the necessity and the technical feasibility of deep denitrification. It was recommended that the standard classification should be made and the emission limits for particulate matter, sulfur dioxide and nitrogen oxides of new enterprises were 10 mg/Nm^3 and 35 mg/Nm^3 and 100 mg/Nm^3 respectively. Furthermore, the NOV emission limits of co-processing cement kilns was also recommended to appropriately relaxing.
