摘 要:随着我国配电网建设的快速发展,配电网规划设计标准逐渐丰富。为顺应能源改革需求,以实现风电、光伏和燃料电池等分布式电源高比例并网以及电动汽车、储能装置、微电网和电能替代技术对应的多元化负荷接入为目标,通过比较国内外配电网发展现状,横向对比接入规划、设计以及评估环节的国内外标准,基于当前国内政策导向,结合国外分布式电源接入现状,研判新型发用电设施的发展趋势,分析得出现行标准应对的适应性,并提出适应于常规用电负荷与新型发用电设施的标准化工作建议。With the rapid development of China's distribution network construction, the planning and design standards for distribution networks are gradually enriched. In order to meet the needs of energy reform, the aim is to achieve diversified load access corresponding to high-scale distributed power supply, such as wind power, photovoltaics, and fuel cells, and electric vehicles, energy storage devices, micro-grid, and electric energy replacement technologies. By comparing the status of distribution network development, horizontally compari the domestic and international standards of access planning, design assessment links, based on current domestic policy guidance, combined with the current status of foreign distributed power access, the development of new power generation facilities is studied the current adaptability of the standard response is analyzed, and recommendations for standardization work adapted to conventional power loads and new power generation facilities are proposed.
