摘  要:基于河北省11个贫困县区(含贫困退出县)调查数据,分析了农村贫困家庭劳动力接受技能培训的现状及存在的问题,讨论了学历教育对农村贫困家庭劳动力劳动技能提升的约束作用。研究发现,农村贫困家庭劳动力劳动技能提升面临学历教育与技能培训的双重困境。教育程度高的劳动力通过培训获得新技能的可能性更高,但参与培训的积极性较低;教育程度低的劳动力参与培训的积极性较高,但通过培训获得新技能的可能性较低;无论培训对象教育程度的高低,培训时间和补贴的提升都对技能培训效果的改善具有直接促进作用。通过提供培训补助和延长培训时间的方式加大投入,贫困家庭劳动力通过培训获得新劳动技能的可能性更高,有助于减轻贫困地区学历教育匮乏对技能培训效果的负面影响。Based on the survey data of 11 poverty -stricken counties and districts in Hebei Province (including counties withdrawn from pover-ty), this paper analyses the current situation and existing problems of skill training for the rural labors of poor families (LPF), and discusses the restrictive effect of education for academic qualifications on their improvement of labor skills. The study finds that the improvement of labor skills of people in rural poor families is facing the dilemma between academic education and skill training: highly educated LPF are more likely to acquire new skills through training, but they are less motivated to participate in training;low educated LPF are more motivated to participate in training, but less likely to acquire new skills through training;regardless of the education the trainees received, the improvement of training time and subsidy will directly promote the training effect. By providing training subsidies and prolonging training time, the LPF are more likely to acquire new labor skills through training, which helps to alleviate the negative impact of the lack of academic education on the skill training in poverty-stricken areas.
