摘　　要：随着我国排污许可制度改革与环保税法的实施,烟气连续排放监测系统(CEMS)的稳定运行、监测数据的连续有效性在企业自证守法、实际排放量核算过程中显得极为重要。结合美国CEMS 40多年的发展经验,阐述美国排污许可审核工作中CEMS的维护管理经验,包括维护计划与数据质量保证计划的制定、培训与责任体系的建立、现场审核技术方法等,并分析其对我国排污许可制度改革初期CEMS运行维护、监督管理的启示。As the implementation of pollutant discharge permit and environmental tax law in China, the stable operation of Continuous Emission Monitoring System (CEMS) and the continuous effectiveness of monitoring data are very important in the process of enterprise self-proof and emission accounting. Based on the development and experience of CEMS for more than 40 years in U. S., this paper expounds the maintenance and management experience of CEMS under the pollutant discharge permit audit in U. S., including the maintenance plan, the data QA plan, the establishment of the training and responsibility system, and the on-site audit. In addition, the enlightenment is analyzed for the maintenance and operation of CEMS in the early stage of the pollutant discharge permit in China.
