从藏用结合到以人为本——从价值观的变化看《公共图书馆宣言》对我国图书馆事业发展的影响

摘　　要：图书馆事业的健康发展有赖于正确的理论导向和实践指南。《国际图联/联合国教科文组织公共图书馆宣言》第三版颁布正值我国图书馆事业迅猛发展时期,对我国公共图书馆有序前行和转型创新给予了积极的指导。本文从转型、创新、多元和合作四个侧面,探讨《宣言》对我国公共图书馆事业发展的深刻影响以及由此形成的新气象、新特点、新业态。我国图书馆事业未来发展的着力点应放在坚守核心价值和推动转型发展两个方面,为促进公共文化事业的繁荣、为提升民众对图书馆信息服务的获得感和满意度做出应有的贡献。Librarianship development depends on correct theoretical orientation and practie guidance. Publishing of the third edition of IFLA/UNESCO Public Library Manifesto comes at a time of rapid development of China librarianship, and it would provide positive guidance for the progress, transformation and innovation of public libraries in China. Impacts of Public Library Manifesto on the development of China librarianship, and the new look, features and formats it brings are discussed in aspects of transformation, innovation, diversification and cooperation. The development should be focused on sticking to core values and promoting transformation in the future. We must contribute to promoting increasing prosperity of public librarianship, and enhancing people’s satisfaction of library information service.
