摘　　要：本文基于1999~2015年中国省级面板数据,研究地区金融发展对于技术创新的影响,并创新性地嵌入了地方政府的影响因素。研究发现,资本市场对区域创新活动的促进作用较之于银行业部门更为明显。进一步地,地方政府财政状况的好坏,直接关系到地方政府引导金融资源以促进创新的有效程度;地方的绩效考核体系已逐步实现从对经济总量增长偏好向创新驱动的适应性调整,展现出了较强的创新活动结构性优化倾向。本文的研究结论和政策建议有助于优化当前中国的金融资源导向,并在地方政府普遍影响区域经济(创新)活动的大背景下提出了新的解决方案。Based on the Chinese provincial panel data from 1999 to 2015, the article studies the impact of regional financial development on technological innovation and innovatively embeds the influence factors of local governments. The study finds that the role of capital markets in promoting regional innovation activities is more pronounced than in the banking sector. Further, the financial situation of local governments is directly related to the effective degree of local governments guiding financial resources to promote innovation; the local performance appraisal system has gradually realized the adaptive adjustment from the economic aggregate growth preference to the innovation-driven, showing a strong tendency for structural optimization of innovation activities. The research conclusions and policy recommendations of this paper help to optimize the current financial resource orientation in China, and propose new solutions in the context of local governments’ general influence on regional economic(innovation) activities.
