因时创制——孙科与中国现代城市规划体系的早期创建

摘　　要：对孙科主持拟定的《广州市暂行条例》、《广东都市土地登记及征税条例草案》、《城市设计及分区授权法草案》等展开阐述;孙科主持拟定的这三个重要的城市条例和草案,分别成为民国政府颁布的《市组织法》、《土地法》和《都市计划法》的主要来源,进而成为现代中国城市规划体系的基础。相关城市实践的广泛社会影响、与国家发展紧密关联的人生经历以及对城市规划法律体系建构所起的作用,使得孙科成为中国早期现代城市规划体系的主要创建者。This paper discusses three vital laws: Interim Regulation of Guangzhou City, Draft Regulation for Urban Land Registration and Taxation in Guangdong Province, and City Design and Zoning Enabling Act Protocol proposed under the leadership of SUN Ke in different periods. They were the main legal resources respectively for Organization Act of Municipality, Land Law, and City Plan Law released by the State of the Republic China, and further became the fundamental legal bases of the early Chinese modern urban planning. The broad social influence of his urban practices, significant position at the core of state policy making, and his outstanding roles in developing urban planning law system made SUN Ke a dominating founder of the early Chinese modern urban planning.
