摘 要:[目的/意义]针对突发事件的生成和演化规律构建基于实时视频的应急决策情报体系,达到弥补现有应急决策情报体系的不足并提高决策效率的目的。[方法/过程]在情报系统分层框架下,基于各层需求及核心特征,提出了采用新设计思想的基于实时视频的应急决策情报体系架构,架构包括基于空-地物联网的多源数据采集层,基于突发事件元素多模网络的情报生产层,多种决策策略协作的协作决策层。[结果/结论]研究成果可为搭建基于实时视频的应急决策情报体系提供理论指导及实现参考。[Purpose/Significance]Intelligence system for emergency decision making based on real-time video is constructed according to generation and evolution law of unexpected emergencies to make up for the deficiencies of existing intelligence systems for emergency decision making and increase decision-making efficiency.[Method/Process]Under the layered framework of intelligence system, according to the requirements and key characteristics of each layer, the architecture of intelligence system based on real-time video utilizing innovative design ideas is proposed, which includes Multisource data collection layer based on sky-ground Internet of things, Intelligence production layer based on multimode networks of elements in emergencies, and Cooperative decision making layer with collaboration of multiple decision strategies.[Result/Conclusion]The papers research results could provide theoretical guidance and reference implementation for intelligence system for emergency decision making based on real-time video.
