河长制背景下百色水利枢纽工程库区管理与保护实践

摘　　要：百色水利枢纽工程蓄水后形成了跨广西、云南两省(自治区)三县市的开阔淹没区。随着淹没区周边对发展经济的渴求,涉水设施增多,水事活动频繁,库岸侵占、围堤养殖、消落区种植、灯光捕鱼电鱼等问题日益突出。广西右江水利开发有限责任公司在确保枢纽充分发挥工程防洪、发电等综合效益基础上积极践行河湖长制,创新水库管理机制,推进水库确权划界,强化监控手段,努力探索库区管理与保护工作。An inundated area that spans three counties in Guangxi and Yunnan provinces was formed after the impoundment of Baise Water Conservancy Project.Along with economic development in the surrounding areas,water facilities and activities have been increasing,resulting in illegal occupation of reservoir banks,more aquatic farms,land cultivation in riparian zone and fishing with light trap and electric fishing.In order to give full play of comprehensive benefits of flood control and power generation,the Guangxi Youjiang Water Development Co.,Ltd has innovated the reservoir management system along with the implementation of river chief systems and lake chief systems,and paid more attention on management and protection in reservoir areas by clarifying rights and obligations and taking concrete measures.
