“高质量”发展理念下优化煤炭行业供给侧改革的探讨

摘　　要：阐述了我国经济已从高速发展转向高质量发展阶段,社会经济的发展更加强调"资源/能源—经济—生态"的协同性;指出煤炭是我国的主体能源,进一步优化煤炭行业供给侧改革必须在高质量发展理念指引下,从"协同"发展的视角提升"煤炭能源效率";从我国煤炭资源禀赋出发,结合煤炭资源分布、产出及煤质成分特征,从专业角度提出为煤炭行业供给侧改革做加法的方向性措施及步骤。This paper expounds that China's economy has shifted from high-speed development to high-quality development.The development of social economy emphasizes the synergy of “resources/energy-economy-ecology”.It points out that coal is the main energy source of China.To further optimize the supply-side reform of the coal industry,it is necessary to improve the awareness of “ coal energy efficiency” from the “synergy” views under the guidance of the high-quality development concept.From the professional views,some additive directional measures and steps for the supply-side reform of coal industry are proposed based on the China's coal resource endowment as well as the distribution of coal resource,the output of coal and the characteristics of coal quality.
