摘 要:在充分考虑水污染治理工程多样性的前提下,以三峡库区水专项示范工程为研究对象,从技术效益、环境效益、社会经济效益3个方面出发,构建了包含3个准则层,8个主题层,34个指标的特性指标体系。每个工程根据水污染治理技术特点选择不同的评估指标,应用改进的层次分析法确定指标权重,结合模糊综合评价法建立水污染治理工程绩效评估模型,并对三峡库区4个具有代表性的水专项示范工程进行绩效评估。应用实例表明,此评估结果与实际情况较为相符,证明该评估方法具有良好的适用性,可为今后水污染治理工程绩效评估工作的开展提供一定的借鉴价值。In thorough consideration of the diversity of the water pollution treatment engineering, taking the water demonstration project in the Three Gorges Reservoir area as the research object, the characteristic index system including 3 criteria hierarchies, 8 thematic hierarchies and 34 indicators was constructed from three aspects of technical benefit, environmental benefit and economic and social benefit. Each project chose different evaluation indicators according to the technical characteristics of water pollution treatment, and the weight of each indicator was determined with the improved analytic hierarchy process;the performance evaluation method of water pollu. tion treatment engineering was established by combining with the fuzzy comprehensive evaluation method. The method was validated by the four representative water demonstration projects in the Three Gorges Reservoir ar. ea. The evaluation results are in good agreement with the actual situation. It proves that the evaluation method has good applicability and can provide some reference for the performance evaluation of water pollution treat. ment engineering.
