安徽绿色发展的时间演变特征及路径选择

摘　　要：在借鉴2016年由发改委、国家统计局、环境保护部等部门联合制定的绿色发展指标体系的基础上,设立了资源利用、环境治理、环境质量、生态保护、增长质量和绿色生活等6个一级指标和38个二级指标,并用综合指数法测算了2008—2016年安徽省绿色发展6个一级指标和总体发展水平,结果表明资源浪费和闲置情况有所反弹;环境治理的长效性还未体现;环境质量总体不容乐观;生态保护、增长质量和绿色生活稳中有升,但增速有待加强;绿色发展的综合指数呈向好趋势。最后对安徽省绿色发展出现上述特征的原因进行了全面梳理,并从绿色发展理念宣传、环境治理的主体多元化和长效化、生态补偿、绿色技术推广和绿色就业、绿色产业链、调整能源结构和产业结构和新兴互联网技术应用等七方面提出了绿色发展实施路径。On the basis of the green development index system jointly formulated by the NDRC,the State Statistical Bureau and the Ministry of Environmental Protection in 2016,this paper establishes six first-level indicators and 38 second-level indicators,such as resource utilization,environmental governance,environmental quality,ecological protection,growth quality and green life,and measures six first-level indicators and overall development level of green development in Anhui Province from 2008 to 2016 by comprehensive index method.The results show that the situation of waste and idleness of resources has rebounded,the long-term effectiveness of environmental governance has not yet been reflected,the overall environmental quality is not optimistic,the quality of ecological protection,and growth and green life have steadily increased,but the growth rate needs to be strengthened.The comprehensive index of exhibition shows a good trend.At last,the reasons for the above characteristics of green development in Anhui Province are sorted out comprehensively,and the implementation path of green development is put forward in the following seven aspects,the propaganda of green development concept,diversification and long-term effectiveness of environmental governance,ecological compensation,promotion of green technology and green employment,green industry chain,adjustment of energy structure,and industrial structure and application of new Internet technology.
