摘 要:奥林匹克法律事务主体,包括国际奥委会、国家或地区奥委会、国际单项体育组织和奥运会、冬奥会、青奥会、冬季青奥会的组织机构;各国或地区的法律法规以及《奥林匹克宪章》和奥林匹克大家庭内部的法律文件,是奥林匹克法律事务的基础。北京奥运会不仅积累了合同业务和知识产权保护业务的经验和成果,还在奥运立法、法律服务、争议解决等多个法律领域全面开创了我国奥林匹克法律工作局面。这是北京奥运遗产的重要组成部分,也为北京冬奥会法律工作的开展提供了借鉴。应通过加强法治冬奥的宣传、教育,遵守国际规则,高质量立法,严格行政执法,建立健全决策、执行、监督机制以及加强人才工作和学术研究等方面,从法治角度加强北京冬奥会的筹备工作。The subjects of Olympic legal affairs, include the International Olympic Committee, national or regional Olympic Committee, international sports organizations and organizations of Olympic Games, Winter Olympic Games, Youth Olympic Games and Winter Youth Olympic Games. The laws and regulations of various countries or regions, as well as the Olympic Charter and the legal documents within the Olympic Family, are the basis of Olympic legal affairs. Beijing Olympic Games not only accumulated the experience and achievements of contract business and intellectual property protection business, but also created a comprehensive situation of Olympic legal work in many legal fields, such as Olympic legislation, legal services, dispute settlement and so on. This is an important part of the legacy of the Beijing Olympic Games, and also provides a reference for the legal work of the Beijing Winter Olympic Games. We should strengthen the preparations for the Beijing Winter Olympic Games from the perspective of the rule of law by strengthening publicity and education, abiding by international rules, making high-quality legislation, strictly enforcing administrative law, establishing and improving decision-making, execution and supervision mechanisms, and strengthening personnel work and academic research.
