摘　　要：网络社会治理是国家治理的新疆域,关系到社会稳定和国家安全,加强网络社会治理是国家治理体系和治理能力现代化建设的重要环节。大数据时代,为有效推进网络社会治理体系和治理能力现代化,应加强网络立法、执法和国际司法协作,实施网络社会法治化治理;健全网络治理制度体系,实现网络社会制度化治理;加强网络技术研发利用,推进网络社会技术化治理;加强网络伦理道德建设,促进网络行为主体自律性管理,从而形成法律规范、行政监管、技术保障、网民自律有机结合的网络社会协同治理体系,推进网络强国建设。Network social governance is a new territory of state governance,which is related to social stability and national security.Strengthening network social governance is an important link in the modernization of the national governance system and governance capacity.In the era of big data,in order to effectively promote the modernization of the network social governance system and governance capacity,it is necessary to strengthen the network legislation,law enforcement and international judicial cooperation,implement the rule of law in network society;improve the network governance system,realize the institutionalization of network society;strengthen the network technology research and development use,promote the technical governance of network society;strengthen the construction of network ethics and morality,promote the self-discipline management of network behavior subjects,and form a network social collaborative governance system that combines legal norms,administrative supervision,technical support,and self-discipline of netizens.
