摘　　要：以应急资源管理和救援能力为例,分析互联网背景下,应急管理带来的风险,同时分析在互联网背景下,对于政府促进应急管理工作带来的新机遇,全面分析政府在各种应急状态下互联网技术的有效运用,政府可以借此提升互联网利用度,提升政府的应急资源管理能力,提高突发事件救援效率。With the examples of emergency resource management and rescue capacity,this paper analyzes risks of emergency management in the internet background,as well as new opportunities for governments to improve emergency managements,and then comprehensively discusses the effective uses of internet technology in governments' different emergency states.Finally,it is pointed out that governments can promote the availability of internet by means of this,improve their capacities of emergency resource managment,and increase their rescue efficiency of incidents.
