摘　　要：通过文献研究、政策分析并结合各国实际情况,从决策机构、补偿资格、支付标准、补偿标准、仿制药使用5个方面,梳理和归纳了欧洲国家门诊药品补偿政策,呈现以下特点:制定药品补偿清单,明确优先顺序;采取参考价格制度将药品定价和补偿政策有机结合,重视价格监管;建立针对弱势群体的门诊药品补偿制度,关注公平性;鼓励仿制药使用。Through literature research and policy analysis,and combining with the actual situation of various countries,the paper systematically summarized the compensation policies of outpatient medicines in European countries which involves in five aspects:decision-making institutions,eligibility for reimbursement coverage,criteria for payment,criteria for compensation,and the use of generic medicine.They had the following features:making medicines compensation list and clear priorities;undertaking reference price system with combination of medicine pricing and compensation policies and attaching importance to price supervision;establishingreimbursement system of outpatient medicines to protect vulnerable groups and paying attention to equity;encouraging the use of generic medicine.
