摘　　要：运用内容分析法,对40篇高校专项计划招生简章展开研究,描述并分析专项计划在报名条件、招生专业、选拔程序、录取规则方面的普遍与差异特征。普遍特征多是反映专项计划的补偿性原则,差异特征更多体现大学招生自主权的发挥。实施专项计划是否发挥高校招生自主权,是一个两难问题。高校应认真考虑农村和贫困地区的特点,合理发挥招生自主权,慎重使用"自主招生式"的补偿程序。By utilizing content analysis method,this paper makes a study of 40 brief introduction to the enrollment of special plans in colleges and universities,describes and analyses the universal and differential characteristics of special programs in terms of registration conditions,enrollment major,selection procedure and admission rules of the special programs.Most of the universal characteristics reflect the compensatory principle of the special program,while the differential characteristics more reflect the exertion of autonomy of college enrollment.It is a dilemma whether to give full play to the autonomy of enrollment of colleges and universities by implementing special programs.Colleges and universities should take into account the characteristics of rural areas and poor areas,exerting reasonably to the autonomy of enrollment,making carefully use of the compensation procedures of"autonomous enrollment".
