基层公职人员行政伦理建设的路径探析

摘　　要：基层公职人员作为我国公共服务最基础的细胞,虽然微小,但是却输送着血液,缺一不可。这一群体是政府最基础公职的具体执行者,社会公共事务的具体实施者,其伦理水平直接影响着政府的形象,影响着公民对政府的认同感,也影响着政府政务执行的情况。因此加强其行政伦理方面的研究,不仅是对习近平总书记提出的建设高素质基层党组织带头队伍的人才梯队理念的深入贯彻和具体实施,更是在现阶段提高基层公职人员行政执政能力的道德要求。本文主要调研Y县在基层公职人员行政伦理建设中存在的问题及其原因分析,并初步提出对策和建议。As the most basic cells of public service in China, grassroots public officials, although small, but it is the delivery of blood, indispensable. This group is the most basic public servants of the government, the specific Implementers of social public affairs, its ethical level directly affects the image of the government, affects citizens 'sense of identity with the government, and also affects the implementation of government affairs. Therefore, strengthening its research on administrative ethics is not only the in-depth implementation and concrete implementation of General Secretary Xi Jinping's idea of building a talents echelon of high-quality grass-roots party organizations, but also the moral requirements for improving the administrative ability of grass-roots public officials at this stage. This paper mainly investigates the existing problems and their causes in the construction of administrative ethics of grassroots public officials in Y County, and puts forward countermeasures and suggestions.
