哈尔滨地区乡村旅游资源评价与开发潜力研究

摘　　要：[目的]为了促进哈尔滨市乡村旅游资源的科学开发与利用,文章提出乡村旅游发展的相应措施,旨在指导哈尔滨市乡村旅游的科学发展。[方法]在实地调研和文献分析的基础上,以哈尔滨市的乡村旅游资源为研究对象,采用AHP法确定哈尔滨市乡村旅游资源评价指标及权重,运用评价指标体系评价哈尔滨市不同区县乡村旅游资源的等级和开发潜力。[结果]该文基于乡村旅游资源类型、资源质量以及开发条件3个项目层,选取了11个评价指标,创建了乡村旅游资源评价体系模型,并将该区的乡村旅游资源划分为3个等级:一级开发区(10~7分),二级开发区(7~5分),三级开发区(5~0分)。该区的乡村旅游一级开发区位于中心城区、阿城区和尚志市等近郊地区;二级区位于五常市、宾县、巴彦县、延寿县等其他城市近郊区,三级区位于通河县、木兰县和依兰县等城市远郊区。[结论]哈尔滨市的乡村旅游资源类型虽然丰富,但是资源分配不均,乡村旅游发展不平衡不充分,应针对不同等级乡村旅游区域实施差异化发展策略与分级治理机制。In order to promote the scientific development and utilization of rural tourism resources in Harbin,this study put forward the corresponding measures of rural tourism development,aiming at directing the scientific development of rural tourism in Harbin.On the basis of field investigation and literature analysis,the study took Harbin′s rural tourism resources as the research object,and adopted AHP method to determine the evaluation index and weight of Harbin rural tourism resources,and applied the evaluation index system to evaluate the level and development potential of rural tourism resources in different districts and counties of Harbin.Based on the 3 project levels including the type of rural tourism resources,the quality of resources and the development conditions,the study established the evaluation system model of rural tourism resources by selecting 11 evaluation indicators,and divided the rural tourism resources into three levels,namely,the first-level development zones(10~7 points),the second-level development zones(7~5 points),and the third-level development zones(5~0 points).The first-level development zones of rural tourism in this area are located in the central urban area,Acheng district,Shangzhi city and other suburban areas,the second-level development zones are located in the Wuchang city,Bin county,Bayan county,Yanshou county and other urban suburbs,the third-level development zones are located in the Tonghe county,Mulan county,Yilan county and exurban zones.Although the types of rural tourism resources in Harbin are abundant,but the distribution of resources is uneven,the development of rural tourism is imbalance and inadequate,so it should implement differentiated development strategy and hierarchical governance mechanism according to the different levels of rural tourism areas.
