协商与民主关系问题的探讨

摘　　要：讨论协商民主的价值固然重要,但协商与民主的结合才是协商民主的。如果忽视协商与民主的关系问题,那么有可能事与愿违。自西方协商民主概念产生以来,协商与民主的矛盾问题就凸显出来,由此西方学者形成了协商民主概念是否成立、如何解决协商与民主统一的问题议程。中国学者已经形成了关于中国的协商民主概念是舶来还是内生的讨论,虽然在一定程度上关注协商技术的问题,但更多停留在西方学者观念的应用中。中国民主政治实践所创造的协商民主贯穿着如何实现协商与民主相统一的逻辑,揭示其内在机理,有助于深化对中国协商民主之独特性的理解。It is important to discuss the value of deliberative democracy,but the combination of deliberation and democracy is the true nature of deliberative democracy.If we neglect the relationship between deliberation and democracy,the situation may be counterproductive.Since the emergence of the concept of Western deliberative democracy,the contradiction between deliberation and democracy has been obvious.Thus,Western scholars have formed the agenda concerning whether the concept of deliberative democracy is legitimate,and how we can achieve unity betweendeliberation and democratic.Chinese scholars have formed the discussion about whether the concept of deliberative democracy in China is imported or endogenous.Although it pays attention to the issue of deliberative technology to a certain extent,it is more likely to stay in the application of Western scholars,concepts.From the history of China's democratic political practice,which has created a deliberative democracy,it has opened up a unique logic of the unity between deliberation and democracy,and increased the emphasis on this issue.It reveals the practical logic of the current unity between deliberation and democracy,which is beneficial to the healthy development of socialist deliberative democracy.
