基于公平视角的征地补偿价格估算方法研究及应用

摘　　要：利用亚当斯公平理论和耕地价值构成,建立了耕地价值估算模型,并结合文献调研法所搜集的数据进行参数估算,测算公平视角下的征地补偿价格。结果显示:土地补偿应该在纵向(时间维度)和横向(空间维度)的比较中实现公平,具体表现为采取完全补偿的原则和不同地区统一补偿标准;经测算,耕地价值体系中的市场价值、社会价值和生态价值均可用包含统一年产值标准和还原利率的函数式表达;湖南省皂市水利枢纽工程淹没区和安置区的公平补偿价格为当地统一年产值标准的78.35倍,其补偿价格分别为现行标准的5倍和11倍。提出了规范耕地价值体系与测算标准、完善耕地统一年产值相关资料的建议。Based on Adams’s theory of fairness and the value of cultivated land,this paper builds an estimate model of cultivated land value,and estimate the parameters combining the data collected by the literature investigation method ,and estimates the compensation price for land acquisition from a fair perspective eventually. The study concludes that land compensation should achieve fairness in the comparison between vertical (time dimension) and horizontal (spatial dimension),the specific performance of which is to adopt the principle of complete compensation and uniform compensation standards in different regions. Aafter calculation,the economic value as well as social value and ecological value in the value system of cultivated land can be expressed by a functional formula that includes unified annual output value standard and reduced interest rate. The fair compensation price of the inundated area and resettlement area of the Zaoshi water conservancy project in Hunan Province is 78.35 times the local uniform annual output value standard,and they are 5 times and 11 times the current standard of two areas. Based on the above research conclusions,this paper puts forward recommendations for standardizing the value system of cultivated land and measuring standards,and improving the relevant data for unified annual output value of cultivated land.
