摘　　要：中国东北各省市面临的深层次结构性、体制性问题的根源在于行政管理体制以及政府职能越来越不适应其市场化需求。新一轮东北振兴需转变政府职能,而政策分析是政府职能改革的重要保障。本文以政府干预和市场化发展的生态位分析为基础,结合东北地区政府职能运行的主客观数据,构建相应的系统动力学模型,并通过仿真分析的手段获取东北地区政府职能改革的主要政策方向。The root causes of the deep-seated structural and institutional problems faced by the provinces and cities in Northeast China are that the administrative system and the government function are more and more unable to meet the market demand. A new round of Northeast Revitalization needs to change government functions, and policy analysis is an important guarantee for the reform of government functions. In this paper, the niche of government intervention and market analysis as the foundation, combined with the subjective operation of governmental functions in Northeast China view data,the system dynamics model, and the simulation analysis of the main policy means the reform of government functions in the Northeast direction.
