废纸进口管理措施的经济影响评估

摘　　要：废纸进口既存在有利的一面,也面临着许多环境问题。本文在梳理我国废纸进口研究进展的基础上,对我国2009-2018年10年间废纸进口情况进行量化分析,并从三种情景的角度,分析了废纸进口管理措施对我国经济及社会可能产生的影响,包括产量、产值、利润及就业的影响。结果表明:每减少1吨废纸进口,将会影响到0.8吨的产量、1.81万元的产值、0.067万元的利润以及0.009个就业岗位。总体来看,禁止废纸进口呈现的是对经济影响不断下降、环境收益不断上升的态势,在长期和总体上对经济及社会呈现正面的影响。最后本文从严格实行废纸进口管理措施、削减废纸进口额度、构建废纸回收利用体系及其标准体系、加强环保监管以及增加木浆进口五个方面提出了对策建议。The import of waste paper has advantages,but at the same time,it also faces many environmental problems.Based on the analysis of the imports of waste paper in the 10 years from 2009 to 2018,this paper analyzes the possible impact of waste paper import management measures on China's economy from three situational aspects,including output,output value,profits and employment.The results show that every reduction of 1 ton of waste paper imports will affect 0.8 tons of output,18,100 yuan of output value,670 yuan of profit and 0.009 jobs.On the whole,the ban on the import of waste paper shows that the impact on the economy is declining and the impact on the environmental benefits is rising,and the long-term and overall impact on the economy is positive.Finally,countermeasures and suggestions are put forward from five aspects,such as strictly implementing waste paper import management measures,reducing waste paper import quota,constructing waste paper recycling and utilization system and its standard system,strengthening environmental protection supervision and increasing wood pulp import.
