全球价值链视角下中国制造业升级契机选择——以天津为例

摘　　要：当今世界处在一个百年不遇的大变局中,逆全球化的贸易保护主义政策对世界贸易格局、全球价值链、世界经济治理机制产生了很大冲击。制造业是实体经济的核心,也是增收和就业的重要基础。中国制造业如何应对中美贸易摩擦引发的全球价值链重塑,实现制造业的转型升级,这引起了政府、业界和学界的多方关注。本文以我国重要工业基地天津的制造业为例,结合全球经济结构变化、中美经贸关系变化现实背景,阐释天津制造业在全球价值链中的地位及成因,分析影响天津制造业的全球价值链升级的因素,并从国家扶持政策、制造业服务化、天津自贸区、互联网+、大数据等多角度,提出天津制造业的全球价值链升级契机选择。Today's world is in an unprecedented upheaval in a century.The anti-globalization trade protectionism policy has a great impact on the world trade pattern,global value chain and the world economic governance mechanism.Manufacturing industry is the core of the real economy and also an important basis for increasing income and promoting employment.How to cope with the remolding of global value chain caused by Sino-US trade friction and realize the transformation and upgrading of manufacturing industry has attracted the attention of the government,industry and academic circles.Taking Tianjin manufacturing industry,an important industrial base in China,as an example,combined with the change of global economic structure and the realistic background of the change of economic and trade relations between China and the United States,this paper explains the position and causes of Tianjin manufacturing industry in the global value chain,analyzes the factors that affect the upgrading of global value chain in Tianjin manufacturing industry,and from the perspectives of state support policy,manufacturing service,Tianjin free trade area,Internet plus,and big data,puts forward opportunity choice of global value chain upgrading for Tianjin manufacturing industry.
