日本农协发展对四川省精准扶贫中农民组织化建设的启示

摘　　要：农村的脱贫既有赖于特色产业的发展,又有赖于贫困地区自主发展长效机制的构建和农民内生发展能力的激发,其中农民组织化建设是关键。四川是我国脱贫攻坚的重点难点省份之一,农民组织化建设是提升产业扶贫成效的重点,目前四川省贫困地区农民组织化建设存在着专业人才缺乏、人才长效培养机制不健全,农民专业合作社量多质弱,服务及管理能力偏弱等问题。借鉴日本农协发展的有益经验,在推进农民组织化建设中,加大专业人才培养力度,健全农民专业合作社的服务体系、提升服务水平,激发贫困户的内生发展动力,对实现稳定脱贫具有现实意义。Rural poverty alleviation relies on the development of characteristic industries,and also relies on the construction of long-term independent development mechanism in poor areas and the stimulation of farmers'endogenous development ability,farmer'systematization construction is the key.Sichuan is one of the important and difficult provinces of our country's poverty alleviation,farmers'systematization construction is the broken point of promoting industrial poverty alleviation effect.At present,farmers'systematization construction in poor areas of Sichuan province exists some problems,such as:professional talents is lack,longterm talent cultivation mechanism is not sound,the agricultural professional cooperatives are large in quantity but weak in quality,service and management ability is weak,and so on.Drawing on the useful experience of Japanese agricultural associations development,and in the process of promoting farmers'systematization construction,we should strengthen the training of professional talents,improve the service system of professional cooperatives,improve the service level,and stimulate the endogenous development dynamic of poor households to achieve stable poverty alleviation.
