摘 要:中国国民经济在快速发展过程中忽略了对自然环境和能源资源的保护,以致于目前全国范围内的污染排放和资源开发都严重超过了环境承载能力。如何在自然资源有限与碳减排等环境压力下,寻求一条可行的低碳经济发展道路是当下亟待解决的问题。针对中国自然资源匮乏、能源短缺、能源利用率不高、碳减排压力较大的问题,设计一种实现经济增长与碳减排协调发展的宏观模型,并针对资源约束下的低碳经济发展提出相关建议,为低碳经济发展谋求新出路,努力实现国民经济的可持续发展。Under the rapid development of China s national economy, the protection of the natural environment and energy resources has been neglected, so that the current nationwide pollution discharge and resource development have seriously exceeded the environmental carrying capacity. Seeking a viable low-carbon economic development path under environmental pressures such as limited natural resources and carbon emission reduction is an urgent problem to be solved. In view of China s lack of natural resources, energy shortage, low energy utilization rate and high carbon emission reduction pressure, this paper designs a macro model to achieve coordinated development of economic growth and carbon emission reduction, and aims at low carbon economy under resource constraints. The study proposes relevant proposals, seeks a new way for the development of low-carbon economy, and strives to achieve sustainable development of the national economy.
