复杂系统理论与非传统安全合作:以中澳欧“新三角”为例

摘　　要：中澳欧三角是“新三角”关系。“新”意味着区别于原有的中美俄、中美印、中美日等三角关系,将研究主题从传统安全转变为非传统安全领域,并且使用复杂系统理论进行研究。复杂系统理论是西方科学界的智慧结晶,自路德维希·冯·贝塔朗菲提出以来,经历了伊利亚·普里高津、赫尔曼·哈肯、考西柯·辛哈、萨拉·加姆·西格奇安、邦妮·布雷宁、帕斯夸里·冈曼达托等学者的补充完善,被逐渐应用到社会科学领域。笔者基于复杂系统理论的特征条件、理论模型、驱动机制,提出了复杂系统理论视域下非传统安全合作的研究框架,并且使用了中澳欧“新三角”作为案例。笔者在分析熵的作用、涨落效应、序参量的基础上,结合系统内部各子系统之间的关系以及系统内外的互动,为中澳欧非传统安全合作的“新三角”建言献策。The Chinese-Australian-European Triangle is a “new triangle” relationship.“New” means that different from the Strategic Triangles of China, the United States, Russia, the Strategic Triangles of China, the United States, India, and the Strategic Triangles of China, the United States and Japan.The research theme will be changed from traditional security to non-traditional security, and use of complex system theory for research.Complex system theory is the crystallization of wisdom in western scientific circles.Since Ludwig Von Bertalanffy put forward it, it has been supplemented and perfected by Ilya Prigogine, Hermann Haken, Kaushik Sinha, Sara Ghaem Sigarchian, Bonnie Breining, Pasquale Commendatore and other scholars, and gradually applied to the field of social sciences.Based on the characteristic conditions, theoretical models and driving mechanism of complex system theory, the author puts forward the research framework of non-traditional security cooperation from the perspective of complex system theory, and uses the “new triangle” of China, Australia and Europe as a case.On the basis of the analysis of the role of entropy, fluctuation effect and order parameters, combined with the relationship among subsystems within the system and the interaction inside and outside the system, the author makes suggestions for the “new triangle” of non-traditional security cooperation between China, Australia and Europe.
