摘　　要：江苏省淮河行蓄洪区与“三滩”内存在大量的生产圩和村庄。为确保淮河干流行洪通畅、行蓄洪区及时运用以及区域内人身财产安全,须对区内居民进行迁建规划。规划对团结河以南与淮河北堤之间、腰滩与哈滩中不安全人口逐步迁建,城根滩进行保庄圩建设。铁佛镇集中安置点的防洪排涝等基础设施条件基本满足安置需要,城根滩需按照100年一遇防洪标准建设保庄圩,确保滩内现有居民与规划迁入居民防洪安全。对集中安置点建设导致的失地居民进行生产安置。通过扩挖淮河浮山~冯铁营引河进口段断面,以消除城根滩保庄圩建设对淮干控制点水位影响。设置腰滩、哈滩进退洪控制口门以满足及时有效行洪。规划对提高抗洪减灾能力和改善生态环境具有重要作用。There are lots of production polders and villages in Huaihe flood storage area and Santan in Jiangsu Province. In order to ensure the smooth flow of the main stream of the Huaihe River, the timely use of flood storage areas, personal and property security in the region, it is necessary to carry out relocation planning for the residents in the areas. The plan will gradually relocate the unsafe population between the south of the Tuanjie River and the northern embankment of Huaihe River, as well as unsafe population on the Yao-beach and Ha-beach, and carry out the construction of the village protection dike at Chenggen beach. Infrastructure conditions such as flood control and drainage in Tiefu Town's centralized resettlement sites basically meet the resettlement needs. Chenggen Beach should be built according to the 100-year flood control standard to ensure the flood control safety of the existing residents and the planned immigrants. The land-lost residents caused by the construction of centralized resettlement sites shall be resettled through production. In order to eliminate the influence of the construction of the village protection dike at Chenggen beach on the control point water level of main stream of Huaihe River, the section from Fushan to Fengtieying diversion section of the Huaihe River was enlarged. Flood control gates were set at the Yao-beach and Ha-beach to meet timely and effective flood discharge. Planning played an important role in improving flood control and disaster mitigation capacity and improving the ecological environment.
