乡村振兴背景下农村产权抵押融资的创新探索——基于成都、武汉、温州和玉林等地实践的分析

摘　　要：激活“农村沉睡资产”、实现农村资产资本化,直接关系到广大农民的切身利益,关系农村产权制度改革的方向和中国特色新型农业现代化,也关系到国家的乡村振兴战略。文章在总结成都、武汉、温州和玉林等地农村产权交易和抵押融资创新模式、措施、成效的基础上,梳理当前实施农村产权抵押融资创新的有利因素,提出乡村振兴战略背景下推进农村产权抵押融资创新的相关对策建议。The realization of capitalization of rural assets is directly related to the vital interests of farmers, the direction of the reform of rural property rights system and the modernization of new-type agriculture with Chinese characteristics. On the basis of summarizing the innovative modes, measures and effects of rural property rights transaction and mortgage financing in Chengdu, Wuhan, Wenzhou and Yulin, this paper combs the favorable factors for the current implementation of rural property rights mortgage financing innovation, and puts forward relevant countermeasures and suggestions for promoting rural property rights mortgage financing innovation under the background of rural revitalization strategy.
