摘 要:在我国经济发展过程中,房地产行业作为国民经济的重要组成部分,在目前土地资源及商品住宅市场出现异质化的情境下,对维持经济平稳增长和解决全体人民住有所居的作用凸显。在我国阶梯差异化的住房保障体系中,兼顾福利化与市场化的限价商品房政策达成了合规律性与合目的性的统一、兼顾与急需的统一,在一定程度上解决了中低收入居民的住房困难问题。该政策随实践的发展会不断得以完善。The real estate industry, as an important part of national economy in the course of our economic development, plays an increasingly important role which maintains the stable economic growth and provides housing for all of our people at a time when both land resource and housing market become heterogeneous. In the housing system of China with different demands and prices, the policy of price-limited commercial housing has achieved the balance between the functions of welfare and market, the balance between regularity and purposefulness, and the balance between fairness and efficiency. Such a policy has solved to some extent the housing difficulties of low-and middle-income residents. It will continue to be improved with its implementation.
