我国“省直管县”改革的进展分析——基于政治周期理论的研究

摘　　要：政府行政效率对于资源配置效率有着重要影响,近年来我国把转变政府职能、优化政府组织结构作为改革重点之一。"省直管县"改革是精简政府机构的一个重要手段,我国先后进行了财政、经济管理、行政体制等多方面的"省直管县"改革。本文基于财政政治周期理论,利用1392个县和县级市分析了财政"省直管县"改革和"扩权强县"改革对于政府间关系的影响。本文研究发现,财政"省直管县"改革和"扩权强县"改革弱化了县(县级市)和地级市政府间的管理关系,有助于实现全面"省直管县"改革,也是我国行政体制改革的正确方向。The government administrative efficiency has an important effect on the efficiency of overall resource allocation.During recent years, Chinese government has launched the reforms of transforming government functions and optimizing government structures."Province Governing County, reform is an important means to streamline government agencies. China has conducted " Province Governing County " reforms from financial, economic management, administrative system and other aspects. Based on the political budget cycle theories, this paper analyzes the effect of the fiscal " Province Governing County " reform and the " County Expand Power " reform on the relationship between different levels of government administration. We found that fiscal " Province governing county " reform and the " County Expand Power " reform weakened the management relations between counties(county-level cities) and municipals,which helps to implement the overall "Province Governing County" reform.
