摘 要:基于2009-2016年福建省9个市的面板数据,借助Pakes&Griliches提出的专利生产函数,建立时间固定的空间误差模型(SED),据此对福建省区域R&D溢出效应进行研究.结果表明:福建省区域之间存在R&D空间溢出效应.2009-2014年福建省对专利申请数起主要作用的是R&D人员的全时当量,R&D资本存量和空间溢出效应影响较小.2015-2016年福建省R&D人员的全时当量对专利申请数影响份额缓慢下降,R&D资本存量的影响份额显著上升,但两者的总效应占的份额在减少,并且从2015年开始,空间溢出效应对R&D活动产出的影响越来越大.同时根据分析结果,提出若干增加福建省R&D活动产出的政策建议.Basing on panel data of nine cities in Fujian Province from 2009 to 2016,this paper establishes a time-fixed spatial error model(SED) by using the patent production function proposed by Pakes & Griliches,to study the regional R&D spillover effect in Fujian Province. The results show that there is a R&D spatial spillover effect in Fujian provinces.The full-time equivalence of R&D personnel plays a major role in the number of patent applications in Fujian Province from 2009 to 2014,and the impact of R&D capital stock and spatial spillover effect is relatively small.From 2015 to 2016,the full-time equivalent of R&D personnel in Fujian Province slowly declined the impact share of patent applications,and the impact share of R&D capital stock increased significantly.However,the total effect of both is decreasing.Starting from 2015,the impact of spatial spillover effect on the output of R&D activities is increasing.Basing on the above analysis,some policy recommendations to increase the output of R&D activities are also proposed.
