摘　　要：【目的/意义】为政府科技项目立项提供一种新的评估思路。【方法/过程】在阐述研究背景的基础上,提出建立政府科技项目立项的知识产权分析评议框架需要解决的关键问题,并基于分析评议的核心流程构建相应的分析评议框架。【结果/结论】分类评价、评议指标和评议方法是需要解决的三大关键问题。在此基础上构建的知识产权分析评议框架包含四个核心流程:明确需求,即评议服务于项目立项;选取研究角度,即将申报项目划分为研发活动项目和产业化项目两大类进行评议;检索调研和分析评议,即从项目申报方向和申报者资质两方面进行评议指标体系构建和评议论证;撰写评议结论和立项建议。【Purpose/significance】The paper is to provide governmental S&T project selection with a new evaluation idea.【Method/process】On the basis of background research,the key issues on intellectual property analysis and appraisal framework of governmental S&T project selection are proposed,and a corresponding framework is established based on core process.【Result/conclusion】Classifying evaluation,appraisal index,and appraisal method are three key issues.In addition,the intellectual property analysis and appraisal framework contains four core progresses:firstly,clarifying requirement,that is servicing project selection;secondly,research perspective selection,that is dividing projects into R&D projects and industrial projects;thirdly,retrieval,investigation,analysis and appraisal,that is building evaluation index systems for technical direction and declarers'qualification;fourthly,giving appraisal conclusion and project selection suggestion.
