摘 要:基于江苏省南京、扬州、连云港3市462份农户的调查样本,使用条件价值评估法(CVM)获取农户秸秆还田的受偿意愿(WTA),利用非参数估计法推断农户秸秆还田的WTA范围,运用Cox比例风险模型对WTA的影响因素进行实证分析。结果表明:①农户秸秆还田的WTA范围为55. 86-60. 15元/hm^2,总体补偿金额占2016年江苏省农业总产值的2. 68%-2. 49%。②相对于秸秆综合利用政策效应和外部环境因素,农户个人及家庭特征和对秸秆还田心理认知影响更为显著。因此,政府应通过制度激励、外部激励和自我激励3项激励机制来提升农户参与秸秆还田的积极性。Based on the 462 survey samples of farmers in Nanjing,Yangzhou,and Lianyungang of Jiangsu Province,this paper used contingent valuation method to obtain the WTA level of farmers’ straw returning. According to non-parametric estimation method,it infered the WTA range of farmers’ straw returning. Cox proportional hazards model was employed to provide an empirical analysis of the influencing factors of WTA. The results showed:①The WTA level of farmers’ straw returning was 55. 86 yuan/hm^2 to 60. 15 yuan/hm^2 every household per year,which the total compensation amount accounted for 2. 68% to 2. 49% of the total agricultural output value of Jiangsu Province in 2016.②Compared with straw comprehensive utilization policy effect and external environmental factors,the individual and family characteristics of farmers and the perception of straw returning were more significant. Thus the government should enhance the farmers’ willingness to participate in straw returning through three incentive mechanisms: Institutional incentive,external incentive and self-incentive.
