李秉衡在山东的施政及其启示  

On Li Bing-heng’s Administration in Shandong Province and Its Inspiration

摘　　要：李秉衡虽然担任山东巡抚只有三年多,但是对山东政局却产生了重要影响。其重要决策如加强海防、治理黄河、澄清吏治等有助于山东的国防巩固与民生改善;而其封禁矿厂等举措则不利于山东近代化的进行;他持平办理“巨野教案”,对外虽有强硬的一面,但对内仍然力主剿拳而非袒拳。李秉衡施政有二重性,既有清廉、担当的一面;也有守旧刻板的一面,其中抑洋务、持平办理教案等施政,使自身卷入中外冲突的旋涡,也引起德国等列强的攻诘和朝内洋务派等的倾轧,最终导致其“误国之忠臣”式的悲剧人生,教训极为深刻。Although Li Bing-heng had only been Governor General of Shandong Province for more than three years, he had an impact on the political governance of Shandong Province. He made policy decisions such as augmenting coast defense and military strength, dealing with Missionary Cases, bringing the Huanghe River under control and clarifying the governance,which helped Shandong’s national defense consolidation and improvement of people’s livelihood. At the same time, his policy decision about delaying the mining industry harmed modernization drive in Shandong Province. Li Bingheng handled the “Juye Missionary Case” impartially. He had a tough side on the outside, but he still urged repression rather than defending the Yihe Boxers. The administration of Li Bing-heng had its duality. He was honest and upright,as well as conservative and inflexible. His policy decisions for anti-westernization and handling the Missionary Case impartially caused himself involved in a whirlpool about conflicts between China and other countries. He got attack from Germany and other powers and was challenged by the westernization faction at home in the court. It led to Li Bing-heng’s tragic life of“ a loyalist who harmed his country”. The lesson was extremely profound.
