对当前粮食收储制度改革的几点思考——新疆小麦收储制度改革的启示

摘　　要：在当前的国情和粮情下,深化粮食收储制度改革、提高政策的精准性,减少市场扭曲,已经成为摆在政府和学术界面前的重大研究课题。本文在充分总结新疆小麦收储制度改革的动因、成效、问题及相关经验的基础上,认为小麦和稻谷最低收购价政策作为一项重要的农业支持政策,对稳定粮食生产、促进农民增收发挥了积极作用,在其他相关支持政策尚未完全建立起来之前,这项政策应加以完善并坚持下去。同时,在下一步工作中,从供求总量平衡兼顾种植成本和国际粮价的角度,寻求科学有效的最低收购价定价机制,让粮价回归市场。在改革推进过程中,政府应做好顶层设计、保障农民利益不受损、不断创新粮食宏观调控,充分发挥市场在资源配置中的决定性作用,逐步推动粮食产购销产业链条衔接、市场竞争有序、资源可持续利用的新局面。Under the current national condition and grain status,deepening the reform of the grain purchasing and storage system,improving the accuracy of policy,and eliminating market distortion are important issue which need to be solved by academia and government.On the basis of fully summarizing the motivations,effects,problems and related experiences of the reform of the wheat storage and storage system in Xinjiang,this study considers the minimum purchase price policy of wheat and rice as an important agricultural support policy to stabilize food production and increase farmers’ income.A positive role,this policy should be refined and adhered to before other relevant support policies have been fully established.At the same time,in the next step,from the perspective of the balance between supply and demand and the cost of planting and international food prices,we will seek a scientific and effective minimum purchase price pricing mechanism to return food prices to the market.In the process of reform and promotion,the government should do a top-level design,protect farmers’ interests from damage,continuously innovate food macro-control,give full play to the decisive role of the market in resource allocation,and gradually promote the new situation of the convergence of grain production and sales industry chain,orderly market competition and sustainable use of resources.
