摘　　要：在对经济区的内涵、经济区划原则和方法进行辨析和界定的基础上,根据区域单元质量概念选取评定指标以综合评定海南省18个市县质量,计算市县间经济距离和相互作用力,再联合运用修正的引力模型与0-1整数规划模型,辅之于定性分析,将海南省18个市县划分为东北部、东南部和西部三个分别以海口、三亚和儋州为中心的经济区。作为海南省落实"三区一中心"功能定位和推进自贸区建设的重要空间载体,三个经济区在区位条件、要素禀赋和产业基础方面不尽相同,其战略定位和发展方向应各有侧重,东北部经济区重在打造高新技术产业集聚区、现代服务业高地与都市农业区,东南部经济区重在推进旅游业与相关产业深度融合以成为海南国际旅游消费中心建设主阵地,西部经济区重在建设新型工业基地、航运和物流业高地、工业文化旅游目的地与热带特色高效农业和海洋渔业基地。海南省推进经济区高质量发展,需要建立经济区内统筹协调组织,科学编制和有效实施经济区发展规划,并健全经济区制度体系。On the basis of analyzing and defining the connotation of the economic zone as well as the principles and methods of economic regionalization, the evaluation indicators are selected from the concept of quality of regional unit to comprehensively assess the quality of 18 cities and counties in Hainan Province, and calculate the economic distance and interactive force between these cities and counties. Then the modified gravity model and the 0-1 integer programming model, along with the qualitative analysis, are utilized to divide these 18 cities and counties into the northeast, southeast and west economic zones with Haikou, Sanya and Danzhou as the center respectively. As important space carriers for Hainan Province to implement the functional orientation of"three districts and one center"and promote the construction of free trade zone, these three economic zones differ from each other in terms of location, factor endowment, and industrial base, and so their strategic positionings and development orientations should be highlighted separately. Specifically, the northeast economic zone should lay stress on building a high-tech industrial agglomeration area, a modern service industrial highland and an urban agricultural district in Hainan Province. The southeast economic zone should focus on promoting the deep integration of the tourism industry and related industries to establish the main beachhead of Hainan international tourism consumption center. The west economic zone should put emphasis on building a base of new industry, a high-land of shipping and logistics industry, a tourism destination of industrial culture, and a base of high-efficiency agriculture with tropical characteristics and marine fishery. To promote the high-quality development of the three economic zones, it is necessary for Hainan Province to establish an overall coordination organization within the economic zone, scientifically formulate and effectively implement the development plan suitable for the economic zone, and improve the institutiona
