摘 要:政府并非一个完全科层化的整体,它由诸多部门组成。这些政府部门处在一个横向的非均衡权力体系之中,同时也存在于纵横交错的条块关系当中。在这样一种特殊的政治生态之中,政府部门会借助一切可能的力量进行权力的软性扩张。他们会在条块关系的制度空间中找到对自己有力的武器,选择与地方政府"合谋"以争取项目或者荣誉;同时也会选择与地方政府进行利益"切割",转而与上级政府或者部门联合,以主动暴露问题的方式"倒逼"地方政府领导加强对本部门的重视。文化政策的某些智慧性顶层设计,加强了文化部门与地方政府的"利益捆绑"与"考核捆绑",使得基层文化部门在创建或者"迎检"中有了更多的资源可以借用,或者正面整合资源进行展示,或者用"弱者武器"进行示弱等,借势顺利实现文化部门的权力延伸。这些构成了一幅"部门政治"柔性运作的动态画卷。The government is not a completely bureaucracy whole,it is made up of many government departments.These government departments are in an unbalanced power system,at the same time,it also exists in the interlaced tiao-kuai relation.In such a special political ecology,the government department will use all possible forces to carry out the soft expansion of power.They will find their own powerful weapons in the system space of the tiao-kuai relation,and choose the"conspiracy"with the local government for the project or honor.At the same time,it will also choose to"cut"with the local government and turn it into a joint with the higher authorities or departments,so as to"force"the local government leaders to pay more attention to this department with exposing problem.Some smart top-level design of cultural policy has strengthened the"interest binding"and"assessment binding"between cultural departments and local governments,which has made more resources available for the cultural departments in the creation or"inspection",positive display with the integration of resources,or use the"weapons of the weak",seize the chance for the culture department power extension.These constitute a dynamic picture of the flexible operation of"department politics".
