普惠金融视角下惠农贷款支农效率研究——以甘南藏族自治州为例

摘　　要：支持乡村振兴和农村"三变"改革,是普惠金融服务的重点领域。本文基于金融发展理论,聚焦甘南州惠农贷款,对其支持农村农业经济发展的效率进行实证分析,结果表明甘南州惠农贷款对促进农业经济发展有积极影响,但是效率较低,特别是农户贷款没有发挥显著的支农效用,而涉农企业贷款与涉农各类组织贷款对支持农业发展均有积极影响,并且与涉农贷款总体的支农效率变化趋势一致,均为早期效果明显,后期效率越来越低。在甘南州经济下行压力持续增大、信贷有效需求不足的环境下,本文从经济和金融两个层面对金融惠农支农找准方向精准发力提出了政策建议。Supporting for rural revitalization and rural "Three-Change"reforms is a priority area for inclusive financial in 2018.Taking Gannan Tibetan Autonomous Prefecture as an example, this paper makes an empirical analysis on the efficiency of agricultural loan support rural economy based on the theory of financial development. Founding that agriculture loan has a positive effect on promoting the development of agricultural economy in Gannan, but the efficiency is lower. Especially, the farmers’ loan have not played a significant role in supporting agriculture, while agricultural enterprises loan and agricultural organizations loan have a positive effect on supporting the development of agriculture, and are consistent with the trend of the overall agricultural loan. All of them have obvious effect in early stage, and the efficiency is becoming lower and lower in later stage. In order to improve the efficiency of agricultural loan support rural economy, we should not only deepen the development of inclusive finance, but also foster and expand modern agriculture and actively promote the integration of three industries.
