摘  要:作为国内大宗货物运输骨干,在中国经济面向"新常态"转变的当下,铁路致力于发展高效能货物运输既能带来良好的企业经济效益,又能产生明显的社会效益。以评价高效能货物运输带来的社会效益为目的,选取21个评价指标建立评价体系,结合德尔菲法和层次分析法计算各指标权重,利用多级可拓评价法计算各指标关联度,进而分析高效能货物运输社会效益。结论表明高效能货物运输社会效益等级属于"很明显"级别,体现出其带来的社会效益要比直接经济效益大。As the backbone of domestic bulk cargo transportation, railway is committed to developing efficient transportation of freight at a time when China’s economy is changing to the ’new normal’. It can not only bring good economic benefits to enterprises, but also produce obvious social bene-fits. This article aims at evaluating the social benefits by the efficient transportation of freight, selects 21 evaluation indexes to establish the evalua-tion system, combining the Delphi Method with the Analytic Hierarchy Process to calculate the weight of each index, utilizes the Multi-level Exten-sion Evaluation Method to calculate the correlation degree of these indexes, then analyzes the social benefits of the efficient transportation of freight.The conclusion shows that the level of social benefits of the efficient transportation of freight are ’very obvious’, indicates that it creates social bene-fits greater than the direct economic benefits.
