区域生态文明建设状态评估及发展潜力分析——以江苏省为例

摘　　要：根据生态文明的基本内涵与动态化、区域性的特点,以江苏省13个地市为研究案例,从生态活力、生态环境、生态效率、社会发展4个方面选择了20项单项因子,构建了生态文明指标体系;运用TOPSIS法对江苏省2015~2016年生态文明建设水平进行了定量评价研究;在此基础上,通过聚类分析对江苏省苏南、苏中、苏北3类区域生态文明建设现状与发展潜力进行了探讨,验证了该体系的实用性。结果表明,2015~2016年江苏省生态文明建设水平不断提升,特别是生态环境和生态效率成效显著;13个地市中,南京市的生态文明建设水平贴近度最高;3类区域中,苏南的生态文明建设状态最优。Ecological civilization index system was constructed according to the basic connotation of ecological civilization and the dynamic and regional characteristics.13 cities were taken as research samples,20 factors were selected from four aspects:ecological vitality,ecological environment,ecological efficiency and social development.Quantitative evaluation of the level of ecological civilization construction in Jiangsu Province from 2015 to 2016 by using TOPSIS Method.On this basis,the status quo and development potential of ecological civilization construction in three sub-regions of Jiangsu:Southern Jiangsu,Central Jiangsu and northern Jiangsu were discussed through cluster analysis,and the practicability of the system was verified.The results show that the level of ecological civilization construction in Jiangsu Province has been continuously improved in 2015-2016,especially the ecological environment and ecological efficiency have get remarkable achievement;among the 13 cities,the level of ecological civilization construction in Nanjing has the highest nearness degree;in three sub-regions,Southern Jiangsu comes first in the state of ecological civilization construction.
