新时代中国特色的反腐“三不”机制研究

摘　　要：新时代中国特色的反腐"三不"机制,即高压惩戒威慑下的"不敢腐"机制、制度完善防范下的"不能腐"机制、廉洁廉能自律下的"不想腐"机制。"三不"机制以"零容忍"的态度惩治腐败,使敢于违纪贪腐的人付出代价,使领导干部心生戒惧,从"不敢腐"到"不能腐""不想腐",其内在逻辑是一个从治标到标本兼治、从硬性约束到思想自觉的过程,为我们明确了反腐败的路径选择,有助于从根源上遏制腐败。The mechanism of "Three Negatives" of anti-corruption with Chinese characteristics in the new era refers to the mechanism of "not daring to corrupt" under the high pressure of punishment,the mechanism of "unable to corrupt" under the holistic system,and the mechanism of "not willing to corrupt" under the self-discipline of integrity.With a "zero tolerance" attitude in the punishment of corruption,this mechanism forces those daring to break rules and regulations and to corrupt to pay the price,cultivating a sense of awe in officials,inducing a transformation from "not daring to corrupt" to "unable to corrupt" and "unwilling to corrupt",its internal logic being the improvement from symptom therapy to treating both the symptom and the root,from rigid restrictions to ideological awareness.As a clear definition of the path to the realization of anti-corruption,it helps curb corruption from its origin.
